I'm going to start getting in to North Witch's little minions now!

After North became the only person left in the North Pole, it was fairly impossible for her to keep everything going all by herself. So, she used her magical abilities combined with the abilities Santa imbued her with to create a new bunch of helpers. Clelves! Behold my shitty naming. A Clelf is marked by its special bowtie that has North Witch's insignia on it. The bow acts as a Uniform, so every Clelf is always looking sharp for its duty in toymaking!

Clelves are the bare minimum for Norths sentience magic, since she had to create so many. She doesn't nearly have enough power to create tons of fully sentient beings. So, instead, North powers these semi-sentient creatures with her own Magic, all the time. It's exhausting for her, but it definitely gets work done.
Once a Clelf has been sentient for long enough, it will be able to break off from needing North's control, having developed its own magical energy, and will work all on its own. This is very helpful for North, as she needs to focus her energy on other things as well.

Every Clelf is a donated article of clothing. North knew that her Sentience Magic only worked on Clothes (thanks to her days of seamstress training at the Magic Tailoring Guild) so she set up a personal, anonymous donation fund. Thankfully, folks did donate to it, and she has all sorts of different clothes of all shapes and sizes to assist her with her toymaking!

They don't really have names or personalities (yet) but if they ever get any more magic power, they would likely become further developed.
